Biography

With more than 12 years of experience, Razvan is a well-rounded and experienced lawyer, involved in multiple litigation cases in a wide range of areas, focusing on tax litigation, commercial litigation as well as international and domestic arbitration. In his tax controversy work, Razvan has assisted and represented numerous clients in relations with the tax authorities and in courts of law in complex cases concerning VAT, transfer pricing, corporate income tax, and double taxation matters. In his arbitration practice, he has represented clients in high-value domestic and international disputes, acting in proceedings conducted under various institutional rules , such as the International Chamber of Commerce (ICC), Vienna International Arbitral Centre (VIAC), London Court of International Arbitration (LCIA) or the International Film & Television Alliance (IFTA). Razvan has advised clients throughout all stages of the arbitration process, from strategy development and case assessment to hearings and enforcement of awards.

Notable achievements

Razvan has an outstanding track record in representing leading multinational groups and major Romanian players in complex disputes. He has successfully assisted one of the largest retail operators in Romania in a high-stakes case involving intricate VAT, corporate income tax, and transfer pricing matters related to intra-group services, with claims exceeding EUR 20 million. Razvan also represented one of the largest energy traders in obtaining damages of over EUR 10 million, following the cancellation of administrative deeds by which the Romanian tax authorities had unlawfully imposed additional liabilities secured through a bank guarantee letter. He has further assisted a major oil and gas operator in obtaining the cancellation of additionally established royalties of approximately EUR 30 million, after the court found that the Romanian tax authorities had misapplied the relevant double tax treaty. Separately, in a related dispute concerning alleged non-declaration and non-payment of taxes, Razvan’s successful representation led to an amendment to the statute of limitation provisions in the Romanian Tax Procedure Code. Razvan is also an author and speaker on tax and dispute resolution matters, regularly contributing to legal publications and industry journals, where he analyses significant legislative developments, landmark court decisions and emerging trends in tax litigation and arbitration.
