Raul is a dual-qualified financial services regulatory lawyer within the KPMG Legal team, with over 10 years’ legal experience garnered in multiple jurisdictions. Raul advises clients on matters including, inter alia, banking services, capital markets operations, cross-border financings, fintech (payment services), corporate governance, as well as the authorisation and reporting obligations of financial institutions before the National Bank of Romania / Financial Supervisory Authority. In his capacity as an Avocat (Solicitor) at the Bucharest Bar and active Solicitor of England and Wales, Raul is optimally positioned to advise on complex transactions that are governed by EU financial services legislation as well as by the common law systems.

Raul’s key projects include the following: (i) cross-border syndicated financings involving hundreds of millions of EUR; (ii) issuance and guaranteeing of corporate equity and debt instruments; (iii) authorisations / reporting operations of banks, payment institutions, electronic money institutions, investment firms and non-banking financial institutions before the National Bank of Romania / Financial Supervisory Authority; (iv) MiFID II investment services; (v) PSD 2 payment services; (vi) capital markets operations on the Bucharest Stock Exchange; (vii) transfers of investment services businesses; (viii) the squeeze-out of minority shareholders; (ix) corporate governance restructuring; and (x) compiling executive remuneration schemes, including share option plans. When client deliverables require a multidisciplinary approach, Raul works alongside KPMG’s tax, accounting and deal advisory consultants. Raul also frequently presents at conferences and publishes articles regarding key legal topics and market trends, in publications including Ziarul Financiar and Juridice.ro.
